How will you define flexibility? Some say I have flexible office hours. When the pm is not sure when is staff is coming or going or having lunch, how do you ensure that enough work hours are put in so that you feel happy that I am providing compensation for the right effort.
You cannot wait and watch at the whims of the staff. You have to act and proceed with project.
The staff should not feel that they are too much monitored for their time in and out.
